INTERNATIONAL COVENANT ON ECONOMIC, SOCIAL AND CULTURAL RIGHTS: A VOYAGE TO DESCRIBE

Abstract

The human rights can be categorized into various rights under different aspects. As per the view and study of Karel Vasak published in 1977 in the UNESCO courier, he developed the idea of human rights and interpreted it in the three generations from the famous quote of equality, freedom, solidarity. He created the group of rights based on the obligations they pose on the states along with that he also showed the development of these rights in the chronological order. As per the study the first generation included civil and political rights of the human. The second generation included Economic Social and Cultural rights of the human and the third generation of human rights as described by some scholars is known as the solidarity rights where as others called it the right of the future generation. Second generation human rights were recognized by the governments after the World War I, it was from the period of 1960s to 1980s. The second-generation rights contain the fundamental nature of social, economic, and cultural. These rights ensure the equal conditions and treatment to the citizens of the state. They also make sure about the right to equal opportunities, right to participation, right to be employed and many other rights for the individuals.The second-generation rights impose the duty of the fulfilment and promoting and respecting the social economical and the cultural rights of the citizen and therefore they are also sometimes referred to as the red rights. These rights including the rights of the minorities were called as Security Oriented Human Rights because without these rights the very existence of the human being was in danger.
