Abstract

Life expectancy in Canada is five years higher than in Mexico and incomes are three times greater. Income of Primitive Tribal Groups in Bihar is dismal in respect to the state as a whole which itself stands at the lowest ladder in the country but the life expectancy of Primitive Tribal Groups is approximately 50 per cent lesser than life expectancy of the state. Similarly educational statuses vary which makes big differences in Human Development Index. The relationship is not uniform. In developing countries where historical and cultural factors still dominates the devolution of human freedom, there is acute difference in availability of basic human amenities. This creates many distinct sub-groups in the national human development index. This paper concentrates on the bottlenecks of achieving more uniform human development as in the case study of Bihar.
